A central plank of this week’s Canadian federal budget was the pledge to bring forward legislation to streamline the regulatory process faced by large resource projects such as the proposed Northern Gateway pipeline. In large part, the move was motivated by concerns expressed memorably by Canadian Natural Resources Minister Joe Oliver that “environmental and other radical groups” are trying to block the pipeline and “hijack” the regulatory process to achieve their “radical, ideological agenda.” But could there be a middle way, John Ivison asks.
